Property Taxes in Vaughan
The City of Vaughan collects property taxes for services provided by the City, York Region and local school boards.
2026 Assessment Base
Ontario’s reassessment cycle remains postponed. Vaughan confirms that 2026 tax bills continue to use assessment values supplied by MPAC based on the January 1, 2016 valuation framework, subject to property-specific assessment changes.

Pre-authorized payment plans can use different dates. Always rely on the actual tax bill or payment-plan schedule for the property.
For 2026, Vaughan Council approved a 0% increase to the City levy portion of the property tax bill. The total bill can still change because York Region and education components are separate.
Zoning in Vaughan
Zoning regulates how land and buildings can be used. It can establish permitted uses, building height, lot dimensions, setbacks, parking requirements and the location of buildings and accessory structures.
Important: Vaughan Has Two Zoning Frameworks to Check
Comprehensive Zoning By-law 001-2021 is Vaughan’s newer city-wide zoning framework, but parts of it remain under appeal.
The City states that Zoning By-law 1-88 remains applicable to lands affected by the appeals. Certain building and planning applications must therefore comply with both By-law 1-88 and By-law 001-2021.

Building Permits & Renovations
Building permits are required for many construction and renovation projects in Vaughan. Depending on the project, additional engineering or grading permits may also be required.

Small Sheds
A storage shed can be exempt from the building-permit requirement where it is no more than 15 m², one storey, detached, used only for storage and contains no plumbing. Zoning requirements still apply.
Decks
A permit is required for a deck or porch attached to a building regardless of area or height. An uncovered detached deck may be exempt where it is no more than 18.6 m², no more than 0.6 metres above grade and not attached to a structure. Zoning requirements still apply.
Additional Residential Units in Vaughan
Vaughan permits additional residential units on qualifying residential properties, subject to zoning, building-code, servicing and other requirements.
The City updated Zoning By-law 001-2021 in 2025 to expand additional residential unit permissions in response to changes to Ontario’s Planning Act.
Before Creating an Additional Unit
- Confirm zoning permissions for the property.
- Obtain the required building permit.
- Use qualified and properly licensed contractors where required.
- Complete required building inspections.
- Confirm plumbing and water-service capacity.
- Check parking and access requirements.
The City specifically notes that some projects may require upgrades to the water distribution piping system under the Ontario Building Code.
Existing Basement Apartments
An existing basement apartment or secondary suite should not automatically be assumed to be legal simply because it has been occupied for many years.
When evaluating an existing unit, consider confirming whether required permits were issued, inspections were completed and the property complies with applicable zoning and building requirements.
Short-Term Rentals in Vaughan
Vaughan permits short-term rentals, but the property must generally be the homeowner’s or tenant’s principal residence and the operator must obtain a City licence.
Under Vaughan’s current Short-Term Rental Licensing By-law, a short-term rental generally means renting all or part of a principal residence for no more than 29 consecutive nights.
- A Short-Term Rental Owner licence is required.
- The property must generally be the operator’s principal residence.
- Short-term rental brokerages are also licensed by the City.
- Municipal Accommodation Tax applies.
Vaughan’s current Municipal Accommodation Tax rate for short-term rentals is 4% of the cost of the accommodation.
Accessory Structures, Sheds & Yard Rules
Accessory structures remain subject to zoning even where a building permit is not required.
Vaughan’s current zoning-enforcement guidance states that sheds must generally be located in the rear yard and set back at least 0.6 metres from the property line. The permitted size can depend on lot frontage, and the City’s guidance identifies a maximum shed height of 2.5 metres.
Boats, trailers and mobile homes are also regulated. They are not permitted in front yards, and limited storage can be permitted in side or rear yards subject to zoning requirements.
