Sarnia, Ontario Property Guide
Sarnia property research should combine municipal taxes, zoning, building permits, secondary-unit rules, servicing, hazard constraints and waterfront-specific due diligence.

2026 Property Taxes
The City of Sarnia publishes a 2026 residential tax rate of 1.797234%. Property tax is calculated using MPAC assessment and the applicable tax class. Confirm the current rate and any special-area charges on the City’s official tax-rate page.
Zoning & Secondary Dwelling Units
Sarnia’s current guidance permits one secondary dwelling unit within qualifying single-detached homes in UR1, UR2, UR3, UR4, UR5, SR1, RR1 and RU1 zones, and within qualifying semi-detached or attached homes in UR2 through UR5. A secondary unit must meet zoning, Building Code and fire-safety requirements. The City notes that detached accessory-structure units may still require a minor variance until the zoning by-law is fully updated for newer provincial ARU rules.
Building Permits
Building permits can be required for additions, structural work, basement conversions, secondary units, decks, garages, plumbing and other construction. Secondary units must be approved before occupancy.
Waterfront, Hazard & Servicing Due Diligence
- Check natural-hazard mapping and conservation requirements.
- Confirm municipal water and sewer availability.
- Review flood, shoreline and erosion constraints where relevant.
- Confirm zoning before relying on rental or redevelopment potential.
- Check permit history for finished basements and additional units.
Property compliance and permit-history checks
Zoning and Building Compliance Certificate: Sarnia’s certificate can identify outstanding Building Department or by-law violations, current zoning and Official Plan designation, Committee of Adjustment variances and consents, heritage status, building permits issued during the previous 15 years and permits with outstanding inspections. The City notes these certificates are commonly used in real-estate purchase transactions.
Older building records: Sarnia states that previous building permits, surveys, plans, blueprints and similar records can be requested through the Clerk’s Department using a Freedom of Information request. This is useful where relevant work predates the 15-year review included with the compliance certificate.
