2026 Property Taxes

Leamington adopted its 2026 operating and capital budget with a 2.5% increase to both the general and sewer tax levies. The Municipality reported that for an average urban residential home assessed at $190,000, the increase represented about $67.13 annually. Use the Municipality’s current tax-rate schedule for the exact property class and roll.

Zoning & Building Permits

Leamington’s zoning framework includes urban residential, rural residential and agricultural zones with substantially different permitted uses. Building permits are required for new construction and many alterations, additions, accessory buildings and dwelling-unit conversions. Rural properties may also require septic, drainage, conservation or agricultural review.

Additional Residential Units in Leamington

Leamington approved municipality-wide Official Plan and zoning changes in 2025 to regulate Additional Residential Units. The current consolidated zoning by-law includes urban and rural ARU provisions. For rural residential land where residential use is permitted and adequate services are available, up to two ARUs may be permitted: both within the main building, or one in the primary dwelling and one in an accessory building.

The rural provisions require one additional parking space per ARU, prohibit a new driveway for the ARU, and generally require a detached rural ARU to be within 45 metres of the primary dwelling. The current zoning text lists a maximum detached rural ARU floor area of 102.19 m² (1,100 sq. ft.) or the existing dwelling building envelope, whichever is less. Floodplain and site-specific restrictions also apply.

Property Information Reports and permit-history checks

For a purchase, sale or refinance, Leamington offers a Property Information Report (PIR) that can provide property-specific information from multiple municipal departments. The Municipality says a PIR can include building permits, inspection status and outstanding orders relating to the Ontario Building Code, Zoning By-law and Property Standards By-law, along with information from Drainage, Engineering and Finance. Fire Services file-search information has also been incorporated into the PIR process.

This makes the PIR particularly useful where a property has additions, finished basements, second suites, accessory structures or other work whose municipal status is unclear. It should be considered alongside the current zoning map and permit records rather than relying only on listing information or visible improvements.

2026 zoning check: Leamington’s online Zoning By-law and mapping were last updated September 4, 2026. Because zoning amendments are common, verify the exact parcel in the Municipality’s Interactive Municipal Map and review any site-specific exceptions before relying on a zone label.
